Chicago park officials had been exploring ways to create parks and playgrounds for neighborhood children when the Campus Park Program emerged. The program put the parks where the children are, by acquiring private land adjacent to neighborhood schools and transforming these asphalt lots into public playgrounds, gardens, and recreation fields. At the Betsy Ross Elementary School, in the South Side Woodlawn neighborhood, officials had assembled all but a single lot for a new park, when they called on TPL for help with the complex final transaction. TPL resolved title problems and in 2002 acquired the final property for this much-needed community park.
